XY-835: [ELF dx P2] Add local CLI wrappers for production memory workflows

Summary

• Add the elf local CLI binary with thin wrappers for add-note, search, status, backfill, benchmark run/report, and admin diagnostics.
• Route CLI API operations through existing HTTP/admin contracts and route benchmark/backfill operations through checked-in cargo make tasks.
• Document the production and benchmark wrapper commands in the single-user production and live-baseline benchmark guides.
