XY-828: [ELF vNext P1] Implement reviewable consolidation worker and proposal review flow

Summary

• Add a queue-backed consolidation run job table and worker materialization path.
• Keep run creation deterministic: API enqueues payloads, worker validates contracts and stores reviewable proposals.
• Preserve source immutability while supporting approve, apply, discard, and defer audit flows.
