XY-847: [ELF benchmark suite] Add reviewable consolidation and dreaming cases

Summary

• Adds proposal-only real-world memory consolidation fixtures covering project summaries, preference candidates, weekly decision summaries, and contradiction reports.
• Extends the real-world job benchmark runner/report with proposal usefulness, lineage completeness, review action correctness, unsupported proposal claims, executable gaps, and source mutation count.
• Adds the cargo-make consolidation task plus benchmark/spec docs for the proposal-only no-live-worker boundary.
