Bumps the version to 1.3.0rc4, changing the same three lines as 1.3.0rc3 (#167): GPUFL_VERSION_SUFFIX in CMakeLists.txt, version in pyproject.toml and version in python/gpufl/init.py.
Once this merges, tagging the merge commit v1.3.0rc4 runs release.yml, which publishes the wheels to PyPI and the Jupyter image to GHCR.
Changes since v1.3.0rc3
choco install -y openssl, so 1.3.0rc3 never reached PyPI. The client code is otherwise identical to 1.3.0rc3.
