converts test functions that spawn impl-based procs into test procs. They can then be run by the existing proc-testing infrastructure. Note: This CL doesn't call yet the transformer from anywhere in the parse/typecheck sequence. PiperOrigin-RevId: 960420542

[Proc testing] First iteration of TestFunctionTransformer, which
