This is so rollback is cleaner: we can start a rollback action for stable phase and rollback both stable + partial Deployments.
During deployments (canary-5 to stable) the partial manifests will be unchanged, thus I don't expect a "re-deploy" of pods in the partial Deployment.
This change is
