Wrong setuptools version

I run into the following issue during installation, running make install-dependencies:

The problem here is that setuptools version 84.0.0 does not support pkg_resources. Here my current version:

(.venv) ubuntu@ubuntu:~/fuzzbench$ pip install setuptools
Requirement already satisfied: setuptools in ./.venv/lib/python3.10/site-packages (84.0.0)

I solved the problem installing setuptools<70 in the virtual environment:

(.venv) ubuntu@ubuntu:~/fuzzbench$ pip install "setuptools<70"

You could fix it in your Makefile like:

${VENV_ACTIVATE}: requirements.txt
	python3.10 -m venv .venv || python3 -m venv .venv
	source ${VENV_ACTIVATE} && python3 -m pip install "setuptools<70" && python3 -m pip install -r requirements.txt

Please check yourself which version of setuptools you want to use.
