Bumps the external plugin keep-the-why to its release v0.16.1 (version and source.ref in plugins/external.json), .github/plugin/marketplace.json regenerated with npm run plugin:generate-marketplace. Same PR as the 0.16.0 bump, moved to the newer release; the branch is rebased on current main.
