feat(scale-set): add ECS orchestration

Description

Adds experimental multi-runner v2 scale-set orchestration, the ECS provider module, EC2 provider capability wiring, tests, and documentation.

Test Plan

• Ran terraform fmt -check -recursive
• Repository Terraform pre-commit validation passed during commit.
