worker: scaffold Cloudflare Worker with itty-router - #26

Add wrangler.toml, ESLint config, .dev.vars.example, and a minimal itty-router entry point. Wire up itty-router and tweetnacl as runtime deps; wrangler and eslint as devDeps. Closes #5
