frontend: scaffold Quasar SPA with Vite - #24

Bootstrap the frontend/ workspace as a Quasar v2 + Vite SPA using Vue 3 Composition API, Pinia, ESLint+Prettier, and Sass. Adds quasar.config.js with GITHUB_CLIENT_ID, GITLAB_CLIENT_ID, and WORKER_URL build-time env vars. Also adds .env.example and updates .gitignore to exclude .quasar/ generated directory. Closes #4
