Resolves ID-1760.

Removes the project selection banner (see below) from the weekly report email template. This was temporarily included to help with feature discovery, and can be removed now that it's been sent out for several weeks. The receiving user can still navigate to the same notification settings page by using the link at the bottom of the email (see below).
