The Vue 3 app is about to move to span streaming. This copy stays on transaction envelopes so the static trace lifecycle remains covered. Version-matrix variants stay on vue-3; this app only needs default static coverage. Co-Authored-By: Cursor Grok 4.6 <cursoragent@cursor.com>

Adds
vue-3-static, a verbatim copy of the Vue 3 E2E app that stays ontraceLifecycle: 'static'and the existing transaction-envelope specs. Why
This group covers three SDKs, so one static representative is not enough. After
vue-3moves to span streaming we still need Vue coverage on the static lifecycle. Latest, canary, and Options API variants stay on the originalvue-3app so CI does not double those matrices.Part of #23805
