test(nextjs): Drop nextjs-16-cf-workers canary variant - #23540

`next@canary` moved to 16.4.0-canary.x, whose manifest loading is not yet supported by `@opennextjs/cloudflare`, so every canary run fails with `Unexpected loadManifest(/.next/server/preview-props.json) call!`. Remove the variant until the upstream fix ships so the job stops reporting a failure it cannot act on. The `test:build-canary` script stays in place so restoring the variant is a one-line change.
