Dependabot PR titles drifted off the `chore(deps): ` convention — #249,
#253, #254, and #255 landed as bare `Bump ...`.

`.github/dependabot.yml` had no `commit-message` block, so Dependabot
inferred the prefix from recent commit history. That inference is
unstable: once a few unprefixed bumps land, it stops prefixing, and the
drift reinforces itself.

Each ecosystem now pins `prefix: chore`, `prefix-development: chore`,
and `include: scope`, producing `chore(deps): Bump ...`.

Neither the NuGet nor the github-actions ecosystem classifies
development dependencies, so `prefix-development` is inert today — it is
set so a future ecosystem that does classify them stays consistent.
