The repo-wide <Version> was 10.0.0-rc.1, so locally-packed CLI/NuGet artifacts defaulted to rc.1 while the template hardcoded 10.0.0. Align everything to the 10.0.0 GA release version. (Tagged releases still override via the CI publish-release job, but the default now matches the release.)
