Summary

define explicit operator-approved recovery after HTTP 410
add strict read-only status plus atomic SQLite gap audit/cursor advancement
preserve local messages, quarantine, read state, and age trust
add optional automatic live-message retention to the reference server

Status

Draft/unmerged dogfood work stacked on #464. Merge remains a separate koit gate.
