feat: fcli sc-sast scan: Add prioritize command

Adds a new fcli sc-sast scan prioritize <scan-job-token> command, equivalent to the Prioritize action on the SSC ScanCentral SAST jobs page (/html/ssc/scans/sast/jobs).

The command:

1. Resolves the scan job through the ScanCentral SAST Controller (same as scan cancel/scan status), which validates that the job token exists.
2. Calls the SSC endpoint POST /api/v1/cloudjobs/action/prioritizeJob with body {"jobToken": "<token>"}, using the SSC session token.
3. Outputs the scan job descriptor with action PRIORITIZED.

Changes

• SCSastScanPrioritizeCommand (new), registered in SCSastScanCommands
• SSCUrls.CLOUD_JOBS_ACTION_PRIORITIZE_JOB constant
• Usage header/description in SCSastMessages.properties
