Parking without merging: the web test toolchain blocks this upgrade.

ts-jest (29.4.x, the latest release) peer-requires typescript >=4.3 <7, so npm rejects the combined install and the Jest transform cannot run on TypeScript 7. Forcing the install would be untested, not upgraded.

When revisiting: either a ts-jest release with TS 7 support, or swapping the Jest transform to babel-jest (type checking stays with tsc in npm run typecheck) - the latter is a deliberate toolchain change that belongs in its own PR. TypeScript 5.9.3 remains fully supported meanwhile.
