After merge: tag v1.3.0 on the merge commit → release.yml publishes to PyPI and dispatches the action pin bump.

• pre-commit run --all-files clean (ruff, format, mypy --strict)
• CHANGELOG.md updated
• evalshift --version → 1.3.0 after reinstall
