Add Python 2 tooling to ubuntu-dev

Summary

• build Python 2.7.18 into ubuntu-dev for EloqDoc/MongoDB 4.0 build tooling
• build a private OpenSSL 1.1 runtime for Python 2 ssl compatibility on Ubuntu 24.04
• preinstall the Python 2 packages used by SCons/resmoke

Validation

• git diff --check
• Docker build not run locally because docker is not installed on this machine; the ubuntu-dev workflow validates amd64 and arm64 builds on PRs
