Restores the plasmicpkgs-dev dev server to port 3001.
The move to 3011 was an uncommitted local edit swept into an unrelated docs commit (40d67d4). An earlier revert (d9002cc) only landed on the 0.4.1 bump branch, and the change reached master with #572.
