Add correction support to the change collector [] - #497
This add support for a //correction directive that allows developers to create pending changes entries that replace one or more prior pending changes entry within the current release boundary.
The idea here is to provide a mechanism for "updating a patch" that's already been submitted in a way that boost visibility to anyone using the Changes list to track patches they may want to apply.
This allows provides a nice way to update Changes entries while also doing a date bump without recreating the merge conflict problem that the change collection system (otherwise) previously resolved.
Summary by CodeRabbit
New Features
Pending change entries can be marked as corrections to replace matching entries in the newest open release.
Checks flag corrections that cannot be applied, including unmatched or incomplete tags and multiple corrections targeting the same entry. Invalid corrections remain pending while other valid entries can still be collected.
Dry-run output shows entries that would be replaced; normal collection reports the number replaced.
Documentation
Updated guidance for correcting entries in open and released versions.
No actionable comments were generated in the recent review.
Walkthrough
Pending Changes entries can now correct entries in the newest open version with //correction: true. The collector validates and applies corrections, while the file checker validates correction fragments against the target Changes file. Guidance and tests cover the workflow.

Summary
Correction parsing and target validation dev_tools/pylibs/edgchanges/__init__.py, dev_tools/tests/test_edg_collect_changes.py
The parser recognizes and validates correction directives. New helpers locate the newest open version and identify entries that match correction tags. Tests cover parsing and target lookup.
Correction collection and workflow dev_tools/bin/edg-collect-changes, dev_tools/pylibs/edgchanges/__init__.py, dev_tools/tests/test_edg_collect_changes.py, AGENTS.md, .agents/skills/edg-changes-example/SKILL.md, src/Changes
The collector removes replaced entries and inserts valid corrections. Invalid or competing corrections remain pending. Dry-run and collection output report replacements. Guidance describes the correction process and limits direct edits to released entries. src/Changes adds blank lines between entries.
Fragment checker integration dev_tools/bin/edg-check-file-changes, dev_tools/tests/test_edg_collect_changes.py
The checker validates correction tags against the target Changes file and reports file-read or correction errors. Tests cover these outcomes.

Merge Risk: Low · up to 4e20d
The correction feature affects only the changelog tooling. Three small edge-case gaps remain unconfirmed as fixed: malformed tag-block handling, a test assertion that can fail on a valid Changes file, and the checker not detecting conflicting corrections. None of them corrupts data.

- Line 264: Update the `--check` flow around `find_corrected_entries` to
validate pending corrections together as a batch, in addition to checking each
fragment, and reject the batch when multiple corrections replace the same
collected entry.
Review comments at @dev_tools/pylibs/edgchanges/__init__.py:
- Around line 404-414: Validate the collected tag block in read_current_entries
before passing it to _split_tags or using it for correction matching, so a
closing bracket found in the summary or body cannot be treated as the tag-block
terminator. Report entries with malformed tag blocks and preserve normal
collection behavior for valid entries.
Review comments at @dev_tools/tests/test_edg_collect_changes.py:
- Around line 585-595: Update the test’s section_end calculation so the entry
count is bounded by the newest version’s section, including when real_entries is
empty; locate that boundary from the newest version header and the following
version separator/header rather than counting through released versions. Keep
the existing count restricted to real_lines before section_end.
