process_unicode_names: handle Unicode 18 Jurchen and Small Seal ranges - #391
Verified the UCD source range boundaries and the generated-name prefixes.
To regenerate the checked-in src/unicode_name_fsm.c in a separate follow-up, run the generator on the UCD 18.0.0 UnicodeData.txt and NameAliases.txt with arguments 18.0.0 2026-09-16. The currently checked-in table remains from Unicode 17.0.0.
Summary by CodeRabbit
New Features
Character-name processing recognizes Jurchen and Small Seal characters and generates names with their corresponding character-name prefixes.
Identifier validation now uses Unicode 18.0.0 character ranges, updating which characters are accepted in identifiers and at their start.
Documentation
Unicode input sources and the Hangul name-generation reference now point to Unicode 18.0.0.
Documented generated naming ranges include Jurchen and Small Seal characters alongside CJK, Tangut, and Hangul.

Summary
Unicode name generation updates dev_tools/cpp_tools/process_unicode_names/main.cpp
The tool documentation references Unicode 18.0.0 sources and the Unicode 18.0.0 core specification. The processor generates names for Jurchen Character and Seal Character ranges. The generated FSM array and size are declared extern const.
Unicode identifier-character ranges src/lexical.c
The table version changes to Unicode 18.0.0 (2026-08-07). Multiple code-point intervals are subdivided to revise UAX44 validity and exclusions.
edgcpp/compiler#452: The issue requests Unicode 18.0.0 UnicodeData.txt and NameAliases.txt updates, which this change documents for the name-generation tool.
The Unicode 18 data updates are internally consistent and no concrete merge-blocking risk was found.
Architecture risk: Low · up to 9e06a

observed — Modified behavior in dev_tools/cpp_tools/process_unicode_names/main.cpp: The documentation adds Jurchen and Small Seal characters to the listed generated ranges, and pins the NameAliases.txt source to Unicode 18.0.0 instead of the latest UCD URL.
observed — Modified behavior in dev_tools/cpp_tools/process_unicode_names/main.cpp: The documented Hangul character-name generation reference changes from the Unicode 15.1.0 PDF to the Unicode 18.0.0 core specification page.
observed — Modified behavior in dev_tools/cpp_tools/process_unicode_names/main.cpp: process_data_file adds handling for Jurchen Character ranges, generating names with the JURCHEN CHARACTER- prefix, and Seal Character ranges, generating names with the SMALL SEAL CHARACTER- prefix.

Supported builds compile the checked-in src/unicode_name_fsm.c, which is still the Unicode 17.0.0 table. Therefore \N{JURCHEN CHARACTER-18E00} and \N{SMALL SEAL CHARACTER-3D000} can reach scan_named_unicode_char and produce ec_unicode_name_not_found.
Regenerate src/unicode_name_fsm.c with the updated tool and Unicode 18.0.0 inputs, then commit the generated file. Updating only process_unicode_names does not update supported builds.

Resolves #392
Prepare Unicode Character Database 18.0.0 support in
dev_tools/cpp_tools/process_unicode_names/main.cpp.JURCHEN CHARACTER-<hex>names from the<Jurchen Character, First/Last>range (U+18E00..U+19191).SMALL SEAL CHARACTER-<hex>names from the<Seal Character, First/Last>range (U+3D000..U+3FC3F).Both new ranges are present in Unicode 18.0.0 UnicodeData.txt. Previously, the generator silently ignored both ranges.
