Some central workflows like copyright.yml are now covered by the central on-pr.yml. Automatic convertion shall be implemented (or run once).
Several levels of quality are imagineable:
- Convert users manually
- KISS: repos will end up calling on-pr multiple times
- Clever: ensure repos call on-pr only once per PR
