Pin license-check workflow reference

Pinning the reusable license-check workflow to a commit keeps CI behavior reproducible while the workflow source evolves. This PR is intentionally limited to that workflow reference.

Change .github/workflows/license_check.yml from @main to @37eaadadfefc263d94a858d25665735659e916fa.
