This PR updates the packaged .NET Core debugger runtime dependencies used by the VS Code C# extension by pointing the Debugger component downloads to a new ESRP GUID and updating the corresponding SHA-256 integrity hashes.

- Updated the Debugger download URLs for Windows (x64, ARM64), macOS (x64, arm64), and Linux (x64, ARM, ARM64, musl variants) to a new ESRP GUID.
- Updated the
