This PR consolidates repository guidance into
AGENTS.md, moves reusable workflows into.agents/skills, and documents how changes flow between branches.mainintonightly.eng/developer-docsand links it fromCONTRIBUTING.md.eng/Get-ReleaseBranches.ps1.
