Pull request overview
This PR removes an outdated workaround in the RepoTasks tool project so it can once again target the latest .NET runtime by default.
Changes:
- Removed the legacy
TargetLatestDotNetRuntime=falseoverride fromeng/tools/RepoTasks/RepoTasks.csproj. - Removed the associated historical comment referencing an old dotnet/sdk PR.

This removes a 6 years old workaround.
