Prepare the release notes for v0.2.1-beta.18. The entry describes the native Build Navmesh action, navigation refresh behavior, rawmap formatting, and the packaged-audio freeze fix.
Each claim was checked against the product source, player guide, and completed live validation:
Validation: changelog grammar and all 69 parser/drafting tests pass locally. Product main at 3944768 passed both online CI jobs, and its paired DLLs passed live navigation checks in OpenGL and Vulkan. This PR changes only CHANGELOG.md.
