feat(control-plane): GET /config 에 워크로드 타입 목록 추가 - #153

외부 클라이언트(pocket-aide)가 타입 선택과 생성 요청 검증을 이 목록으로 하도록
타입별 { type, label, description, takesModel, input, defaultModel, models } 를
내려준다. 이후 타입 추가는 플랫폼만 고치면 되고 클라이언트 배포가 필요 없다.
- session: 표시 순서의 타입 카탈로그(WorkloadTypes). Valid·NormalizeModel 과
어긋나지 않음을 테스트가 붙잡는다.
- api: WithWorkloadModelConfig / WithOfferedWorkloadTypes. takesModel=false 면
defaultModel 은 명시적 null. 기존 claudeCode 필드는 하위 호환으로 유지.
- main: 이미지가 설정된 타입만 목록에 싣는다(셸은 항상). approval-gated 는
claude-code Secret 의 model/models 를 함께 쓴다.
- openapi / PRD 결정 기록 / 주석 원장 증분 재판정.

model/models를 그대로 보인다 (AC-F6 → AC-E6). minimax-code는 control plane이 그 Secret을 읽지 않으므로platform-default+ 빈 catalog.claudeCode필드는 하위 호환으로 유지 (SPA가 쓰는 중).검증
