The IAM digest beneath the homepage navigation was visually competing with the header. Reduce its thumbnail from 96px to 64px, headline to at most 18.4px, summary/link text to 14px, and vertical padding so it reads as a secondary update.
Closes #351.
Validation: lint, production build and all 40 website tests pass. Chrome acceptance passes at 1440px and 390px, including headline <=20px, desktop strip <=110px, readable summary/link text, correct placement above the hero, working digest/vector links, no horizontal overflow, 200% article text, and article access without JavaScript. Visual review confirms the compact strip.
Security/review: production dependency audit reports zero vulnerabilities; reviewed the complete scoped diff for secrets and trust-boundary changes (none). Styling and image display size only; no permissions or data changes. Editorial homepage refinement requires no product release version. Existing development-only dependency findings remain outside this change.
