fix(ci): restore reliable Cortex qualification

Summary

• resync the npm launcher README and split the surface-contract router helpers below the enforced module-size limit
• keep correctness-critical Rust test and Clippy jobs independent of the optional kache wrapper after wrapper-only exits with no compiler diagnostic
• run Docker-required live and deployment contracts on the Docker-backed Ubuntu runner
