ci: gate merges on a single ci-gate check - #135

Run each area of the monorepo as a reusable workflow that only runs when its paths change, and make ci-gate the one required status check. It fails when a job that ran failed or was cancelled, and passes when areas were skipped, so new areas can be added without changing branch protection. integrations moves unchanged into integrations.yml.
