Bump the crate version to 0.11.0 and close out the CHANGELOG's [Unreleased] section, which collects since v0.10.0: - the `Secp256r1` variant of `EcdsaCurve`, selecting threshold ECDSA on the NIST P-256 curve (#11573) It also records, as a doc change, how far back the `CyclesConsumed` amounts served by `canister_metrics` reach (#11585). `EcdsaCurve` is not `#[non_exhaustive]`, so the new variant breaks exhaustive matches downstream, hence the minor bump.
