This adds a troubleshooting section to help users who encounter the
"minimum dependency age" error when installing freshly published npm packages.
The section includes:
Also updates the last_modified date to 2026-08-17.
This addresses the user pain point reported in denoland/deno#35883, where
users were confused by the error message and didn't know about the
minimumDependencyAge setting or how to override it.
