Move what names one decdn/decdn release from v0.3.0 to v0.3.1 (e7e67e642b416db7b8e3c8d65c499e915c8b5d35): the Compose image digests and onramp installer pin, the chart's example digest, the inventory and cloud-init exact-pin examples and the generated mirrors. The roles and the chart pin the line 0.3. The PR body lists anything left.

Updates release-specific pins and examples to deCDN v0.3.1 across the deployment tooling. Ansible roles and the Helm chart continue tracking the 0.3 release line.
Changes:
- Updates Compose’s three image digests and the onramp installer release and checksum.
