chore: pin decdn and sponsord to v0.1.0 - #158

Move every decdn/decdn pin from v0.0.4 to v0.1.0 (538bf319631cb37854819e43998e4a73da06fd5c): the role default, the onramp's installer pin, the Compose image digest, the chart's appVersion and Artifact Hub image, the inventory and cloud-init examples, AGENTS.md's pinned version and the generated mirrors. The PR body lists anything left.

v0.1.0 is now the role default, so the fixture's dummy digest tripped the tag-and-digest-move-together guard. v9.9.9 stays clear of any real default. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Moves sponsord_version and sponsord_onramp_version to 0.1.0 and the two Compose image digests to the release's signed *-image-digest.txt (VALIDSIG DA7515706F1873D274D8A3699E11A9FFD62DAADB against the vendored KEYS). KEYS and crates/*/src/config.rs are unchanged since v0.0.4. sponsord-onramp 0.1.0's installers run decdn get (decdn 0.1.0 replaced decdn fetch and decdn bundle pull), so the docs that named those now say decdn get.
