Adds a section on the permittimelines open dataset: 64,427 residential garage-conversion and ADU building-permit applications for Los Angeles, San Diego, San Francisco, and Seattle, with measured application-to-issuance waits and cohort completion rates. Building permits are a standard construction-activity indicator; this dataset adds the timeline dimension. CC BY 4.0, reproducible from each city's official open-data portal via a committed dependency-free script.
