Both discovery paths (discover_model_services + discover_claude_models)
and the "no models matched" error string hardcoded the same
("fable", "opus", "sonnet", "haiku") tuple. Add a single ANTHROPIC_FAMILIES
const (mirroring _OSS_MODEL_FAMILIES) so a new Claude family is added in one
place and the two loops can't drift apart.

disable fable on workspace without fable -> no fable, fable does not show up as an option
enable fable on workspace with fable -> fable, fable option at /model + fable works
