Owners whose plugin is flagged, errored or unscanned can queue a new scan themselves instead of asking in an issue. Same path as the admin Rescan (status reset, queue, audit event with the owner as actor), gated by ownership, the permanent block, the current scan state, and the per-user scan rate limit that already caps create/update scans. Refs cursor#447.

One branch with the four open changes that #477 left out, cherry-picked in numeric order on top of
maine816606: #449, #450, #457 and #458. Each change keeps its own commit and author (eight commits, two of them @dilpreetkaur-bluesky's from #427 as carried by #457). If a single PR is easier to review, this replaces those four; if the separate PRs are preferred, close this one. It is independent of #477:git merge-treebetween the two is clean, so they can land in either order.Included
