With Maven 3.10.0 the Sonatype Central Portal rejects the release bundle (Deployment … failed while publishing); this broke the cui-http 3.2 release. Same symptom as mavenplugins/central-publishing-maven-plugin#78.

Rolls out the fix from cuioss/cui-http#270:

• Pin the Maven wrapper to 3.9.16 (only if it was on 3.10.x or later).
• Dependabot ignores org.apache.maven:apache-maven >= 3.10.0 until Bump version.cui.parent from 0.7.6 to 0.7.7 #78 is resolved.
