These should not be mentioned here if the title is "v0.3 Cornerstone U.S. model — 2024 IO+GHG, UMD GHGIA" because they are not part of that, but if the proposed change to the title is accepted, these can stay

This bumps to v0.3.0 and also provides a minor fix to use the version tag in pyproject.toml in the filename when generating FBAs and FBS.
The v0.3_release_notes.md file is added for review and live-editing but will be dropped before merge and used to populate the release notes.
