chore: replace black with ruff in pre-commit - #320
Replaces the black pre-commit hook with ruff-check (with --fix) and ruff-format, the same two hooks the commit-check CLI repo runs, and makes main.py / main_test.py pass ruff's default rules. No ruff config file is added.
subprocess.run(... stdout=PIPE, stderr=PIPE) becomes capture_output=True in the five calls (UP022). Same behavior: stdout and stderr are still read separately.
The except Exception blocks are deliberate (a bad event payload, a failed PR comment or a missing version warns, never fails the step), so they keep the broad catch and say why in a # noqa: BLE001 - ... comment, the same style the CLI uses. No exception handling changes.
main_test.py
Nested with patch(...) pairs merged into one with (...) block (SIM117).
Unused unpacked names prefixed with _, an unused as mock_run and an unused # noqa: E402 removed.
[...][0] replaced by next(...) (RUF015).
One test asserted stderr is PIPE; it now asserts capture_output is True.
One assignment that black had wrapped in parentheses is joined back on one line by ruff format.
Use ruff-check (with --fix) and ruff-format, the same hooks the
commit-check CLI repo runs, and make the code pass ruff's default rules:
- subprocess.run uses capture_output=True instead of stdout/stderr PIPE
- _commit_check_version catches only PackageNotFoundError
- deliberate best-effort `except Exception` blocks say why with noqa
- tests: merge nested with blocks, drop unused names and an unused noqa

Walkthrough
The change replaces the Black pre-commit hook with Ruff, updates subprocess calls to use capture_output=True, and narrows the exception handled during package-version lookup. Related tests and lint annotations are also updated.

Summary
Ruff hooks and lint cleanup .pre-commit-config.yaml, main.py, main_test.py
The pre-commit configuration replaces Black with ruff-check --fix and ruff-format. Source and test edits add lint annotations, remove unused bindings, and simplify test expressions.
Subprocess output capture main.py, main_test.py
Subprocess calls use capture_output=True. Tests check stream capture and retain checks for notices and unparsable output.
Package version error handling main.py
The version lookup catches PackageNotFoundError only. Other import or lookup errors propagate.
The changes are mergeable with awareness of a narrow reporting regression: unreadable package metadata can fail the summary step or suppress a PR comment. Keeping optional version lookup best-effort would remove this risk.
