Ports upstream tailscale/tailscale@ec5d51098ab7 (tailscale#21477).

When two connections share a node key and take turns sending frames, noteClientActivity appended to dupClientSet.sendHistory on every frame. The slice was only trimmed when a member disconnected, so it grew without limit under the server's global mutex.

This moves an existing entry to the end instead of appending a duplicate, so sendHistory holds each member at most once. Upstream has since moved this code to derp/derpserver/, so this is a hand port rather than a cherry-pick, and TestServerDupClientSendHistoryBounded is adapted to the fork's types.

coder/coder will need a coder/tailscale replace bump once this merges.

Two connections that share a node key and take turns sending frames

grew without limit under the server's global mutex. DERP clients do
not need to authenticate, so any client could trigger this against an
embedded DERP server.

Move an existing entry to the end instead of appending a duplicate, so
sendHistory holds each member at most once.

Bumps the `tailscale.com` replace to pick up coder/tailscale#139, which
stops the embedded DERP server from growing `dupClientSet.sendHistory`
without limit when two connections share a node key and alternate
frames.

This also pulls in coder/tailscale#136 (fork CI repair, AWS S3 and
Staticcheck upgrades) and #138 (klauspost/compress 1.16.5 → 1.18.7),
which landed on the fork since the previous pin.
