Graphify: bounded query normalization and context packets #914

Part of #902.

Problem

Graphify's human-oriented query output can be noisy and lacks Code Mower packet provenance and completeness guarantees.

Scope

Read the pinned graph schema directly, perform deterministic bounded traversals, validate paths/lines, map extracted/inferred/ambiguous evidence, and generate revision-bound context packets for impact, dependency, symbol, and related-test questions. Deliver through the existing guided context path.

Acceptance criteria

  • Results carry citations, confidence, complete/truncated state, omission codes, source revision, and graph generation.
  • Every path remains within the immutable source tree and every line citation is validated.
  • Required stale/unknown graph blocks dependent work; optional context degrades to ordinary repo tools.
  • Claude, Codex, and Devin can receive the same approved packet without Graphify credentials or tools.

Code Mower delivery

Produce exactly one independently reviewable PR for this issue. Record the named builder, keep one writer on the branch, run focused tests and applicable full checks, obtain an independent Code Mower review against the exact current head, resolve every P0/P1/P2 finding, and pass normal CI plus code-mower/gate. Update the parent epic with PR/head, review, validation, outcome, and safe metadata-only upload evidence. Do not put credentials, source, diffs, prompts, transcripts, private context, task/message prose, or raw provider output in cloud data.

Completion plan binding

One planned OSS PR under #902; planned Code Mower Claude builder and independent Code Mower Codex review, subject to actual contributor exclusion. #913 is complete. #914 is ready and independent of takeover/Board/Slack work. #915 consumes its verified result and separately incorporates the stabilization release prerequisites.
