feat(mtmharness): add Modern Go guidelines skill

Summary

• register a default-enabled, model/user-invocable use-modern-go skill in the existing mtm-coding lifecycle
• bundle the upstream JetBrains CLI wrappers at pinned CLI v0.1.1 with Apache-2.0 attribution; installation happens only when a Go task invokes the wrapper
• expose enable/command settings in the Host schema and DSH settings card, with package and lifecycle coverage

Verification

• pnpm --filter mtmharness run check (22 Vitest files / 84 tests and 23 Node tests; 0 failures, 0 skipped)
• pnpm --filter mtmharness run pack:check
• isolated real wrapper probe against /workspace/gomtm/go.mod (installed v0.1.1 in a temporary cache and returned all 54 Go 1.27 guidelines)
• isolated dsh plugin --profile web add link:... plus dsh --profile web --dump-config smoke
• npx react-doctor@latest --verbose --scope changed (86/100, no issues)
