Fix Google Docs archive for shadowless deletes

Summary

• Allow reviewed entity archive plans to apply even when the local shadow preimage is missing.
• Let Google Docs archive preconditions accept drive-only stub versions when Drive modified time is unchanged.
• Add daemon and connector regressions for the approved apply without a shadow preimage and drive-only archive precondition cases.

Live Verification

• Rebuilt target/debug/loc from this branch.
• Ran loc push /home/mohammed/Locality/ali-google-docs -y --json for the pending google-verification-request-2 delete.
• Push reconciled with one archive_entity operation and Drive metadata reports trashed: true for 1XLk0m9FcfmV7FB212Bpbxim46BHlRWn0Y4D1pKOU4_g.
