feat: add interactive research clustering map

Summary

• Add a generated, interactive Platform Impact x Maturity map for research notes and ideas.
• Add reusable 0-100 frontmatter ratings with note-specific justifications to all current contributions.
• Add a Python generator, plot configuration, static HTML artifact, tests, and CI freshness checks.

Test Plan

• devbox run -- python -m unittest discover -s tests
• devbox run validate
• devbox run -- python scripts/generate_research_map.py --check
• git diff --check

The ratings are intentionally provisional and intended for working-group discussion.

Post-merge GitHub Pages setup

• Open repository Settings -> Pages.
• Under Build and deployment, select GitHub Actions as the source.
• Confirm Deploy research map to Pages succeeds on main.
• Verify the published Pages URL.
• Optionally add the URL to the repository description and README.
