Part 1 of 16 in the staged CDN adapter stack.

Summary

• updates @cloudflare/vite-plugin and Wrangler to versions with current Worker entrypoint support
• provides the tooling baseline required by the staged CDN adapter stack

Stack

#3082 → #3142 → #3143 → #3144 → #3145 → #3146 → #3147 → #3148 → #3149 → #3150 → #3151 → #3152 → #3153 → #3158 → #3154 → #3155 (stack #3161).

Validation

• cumulative exact-tip changed-test sweep: 3,461 passed, 2 skipped
• full vp check, Knip, and vinext/Cloudflare package builds pass
• exact-head CI is running across the rebuilt stack
